The Purpose of IBH                

                       

There are many NGO’s that have an important role in people’s lives in wide parts of the world. Such organizations promote social, cultural, health and developmental projects of great human effect. Many of these organizations were established in the developing world in order to look after evolving projects within and outside their countries. Actually, they face many obstacles, such as, lack of stability of their states and the benefited states from the beneficiary humanitarian work, lack of interest and understanding of their role by their own countries and the big famous international organizations.

These NGO’s spend tens of millions of dollars to afford the needs of poor, sick and illiterate people in the world; provide proper water, education, medical treatment, human and environment protection and many other social services. Volunteers and employees submit enormous humanitarian aid. In fact, in spite of their noble activities, the emergence of such NGO’s from the southern part of the world deprived them from the appropriate international reputation, as well as, informational and legal international protection. Therefore, they became vulnerable to all impairment without a logical reason due to media, legal and political weak support. Some other reasons are due to the organizations’ full engagement with direct field work and the belief that their important dignified work for the poor would sustain them with legal immunity and a practical guarantee from world awareness. Nevertheless, the events of September 11 have over turned a lot of truth realities. Thus, non-governmental humanitarian works in the developing world turned to be suspicious activities.

Accordingly, there came the step to establish an international bureau that includes all NGO’s, which aspire for cooperative and solidarity work, to identify their beneficiary presence on the international level; affirm their humanitarian role; manage their own protection; guarantee the continuity of humanitarian support for needy people; assist the transparency of beneficiary recipient and their final distribution. 

As such approaches and activities are supported by the NGO’s of the north and south and many other bodies, who look for protecting their own individuals, works and organizations from oppressive attitudes, these organization helped out the foundation of the International Bureau for Humanitarian and Beneficiary Organizations. The bureau will attend the interests of these organizations and identify their humanitarian role as follows:

1-Establish an acknowledged conglomeration of an international approach and constitution; this is to be consolidated with all informational and legal methods.

 2-Merge world wide relations with the informational system.

 3-Develop good relations with United Nations, European Union countries and European Commission.

 4-Proceed to obtain governmental organizations’ support for the bureau.

 5-Gather a number of good lawyers to sustain the purposes of this bureau.

 6-Establish good relations and contacts with states and their representatives in the international organizations and seek their moral, legal and financial support.

 7-Submit regular reports, which spot the beneficiary activities of these organizations in the world.

 8-Distribute a periodical informational pamphlet to UN offices and great states about the humanitarian works of these organizations, in order to consolidate their role and be more transparent.

 9-Call the representatives of the countries, which do not think favorably of such organizations, in order to discover this world from close proximity, in accordance with the famous proverb:  “A man is the enemy of his ignorance”. Also, to gather both representatives of governments and NGO’s for useful dialogues to solve the probable occurring problems through civilized means and mutual cooperative spirit.

 10-Publish a periodical pamphlet about the attained benefits and the endured suffering of these organizations.

 11-Denounce the protests to the states and their representatives and the international agencies in case the works of these NGO’s are disturbed.

 12-Agree with the governmental organizations about the methods of identifying the needed regions for humanitarian work or receiving the acknowledgment and propositions and informing them.

 13-Demand the support and cooperation of the major states and organizations to help the societies and organizations in prejudiced regions. 

 14-Elucidate for the people and governments the benefits of NGO’s for relieving the calamity of impoverishment, sickness and ignorance in their countries
