Introduction:

Under the slogan of  “Fighting Terrorism” The American campaign on Islamic charity organizations has broken out on both the media and field aspects in most of the world’s countries, after the events of 11th September events, and is still on its rise until now, directing a frank accusation to those organizations that they support terrorism.

 The American mass media have completely practiced an opportunist role in triggering suspicion and uncertainty towards all that falls under the title of the Islamic charity organizations. The American administration has taken many field, legal and legislative actions against such organizations in a way that raises several questions regarding this campaign and the corresponding accusations, which require subtle study and insight on the evidences and results of that campaign?

Is it really geared to eradicate what is so called “Terrorism”? Is it really a campaign for drying out its resources although it does not need any money compared to the greatest terrorist event that took place? Are such organizations involved in supporting terrorism? 

Are there any secret objectives for that campaign directed under the facade of fighting the so-called terrorism?

After a thorough study and investigation, it has been supposed more likely that the announced purposes do not represent the real ones, but they conceal unannounced ones, which have become obvious through some evidences and results that we shall present in this paper.

 There is no doubt that the real purposes of the campaigns on the Islamic charity organizations appear from the multiple causes and the various results, as there are many strong evidences to indicate that the announced purpose is not the real one. After a deep study and a comprehensive analysis of a part of the media and field campaigns, and from the sayings, statements and writings of some personnel working in the fields of politics, media, besides the organizations of charity work and in study and research centers.

 However, there is not doubt that providing the evidence for charging any (delinquent) organization, does not requires all such media campaigns since it is sufficient to present the evidence to the courts or the concerned governments within the USA or abroad, but is seems that such campaigns are intentionally launched.

 The unjust practices against such organizations have taken various forms such as closing them, freezing their funds, procrastination, defaming or bringing accusations against them. Moreover, some organizations that were closed for other causes, after the attempts of suspending or freezing them because of supporting terrorism, have proven to be false. Closing is the objective, and it is very easy to find an excuse   as what happened to the office of Al Haramain Organization in Bosnia and Herzegovina. Attempts were made to close it as it was accused of supporting terrorism, but after failing to condemn it with that charge, the office was closed because of recruiting foreigners without an official permit(1). Also, what happened in Egypt during last Ramadan corresponding to November 2000, when the American Ambassador called for closing twenty five local religious societies at once, fifteen months following the historical event of the 11th of September explosions, because of the a queer relationship with Al Qa’ada!! The real reasons behind this are that those societies have played a strong role in activating the economic boycott for American products.(2) Shall it not be possible after all these examples to understand the real purpose of the American campaign? Isn’t it something else other than the announced one? What shall raising accusations and generalizations without evidence, like the accusations haphazardly made, while the others have to prove that they are not guilty? Have the extreme rightists and the deeply rooted Zionists in the American administration managed to direct the American administration in conformity with their fanatic perspective, which achieves their own ends with no consideration to the others and their interests?

 Evidences, showing that the campaign has other purposes other than the announced, are numerous. The following are the most prominent of them.

 First: Lack of evidence and difficulty of condemnation:

 Media with its various means have been intensively utilized in a way that has aroused queries about whether the accusation of a specific and definite organization requires such a campaign. Or is such media campaign is a means to compensate for the lacking of legal evidence and for formulating convictions through informative misleading materials, or -at least- raising shades of doubt on the financial processes of the Islamic charity organizations? As it has been noticed this campaign is characterized by:

Lack of the documentation to all what is reported in it, i.e., news and reports. The Chairman of the British Jurists Society said while commenting on these accusations in a symposium transmitted by Al Jazeerah Channel on 21October, 2000, “None of the forwarded accusations can hold out before the court.”(1)

Also, in this connection, we have to mention what the International Conference held in Bahrain on 27 November 2002, “No money cleansing in the Islamic banks”, stated. In addition to that   Ribern Hess, the ex-president of the Financial Intelligence at the American Department of state said, “No one can know precisely the amount of money that are transferred outside the traditional commercial banking system”, emphasizing on the difficulty of tracking all types of financing and financial transactions, with the availability of the E-mail and the mobile facilities. (2)  

 Is it uncertainty that led to this accusation? 

As Ronald Dorkin said(3), “It shall be difficult to find accurate evidence that emphasizes financing terrorism”. He set an example by the contents of the financial accounting books from rent costs or building schools but such sums can be remitted, in a way or another, to organizations considered by Washington as terrorist ones. Do these difficulties mentioned by Dorkin mean that America wants to make up for by this media campaign?

 It is worthy to note what some bankers said like “the banking system in the region and the sums of money handled outside the banking system make it almost impossible to monitor money movement”. In this connection, an Omani banker said, “The USA shall never become sure whether the money falls into terrorist hands or used for humanitarian issues”.

 Are these obstacles and the inability to present convincing evidence the cause of this media campaign and bringing allegations?

 Sometimes this campaign is characterized by generalizations and ambiguity, and sometimes by make-believe and obscurity, aspects of exaggeration, lack of providing evidence. Allusions and possibly the wrong interpretations appear on some other occasions. The Saudi minister of interior refuted charging the Islamic charity organizations in the Kingdom of financing terrorism saying, “Who can claim that these activities are directed to those not deserving them? Is there single evidence?  The United Nations, which is an organization concerned with the fight against terrorism drew the attention that this campaign is characterized by haphazardness and distortion.”(1)

Lack of evidence and the difficulty of conviction pushed America to apply the Secret Evidence Act for ensuring the courts non-entitlement in requesting the evidences. This shows the new legal situation in America where the existence of evidence required for conviction has become unimportant.

The American requisitions from Islamic countries and the Islamic Charity organizations, submitted to the Kuwaiti Government is an example that shall be solely enough before the international public opinion and the international organizations for nullifying terrorist claims on them.(1) They are only claims for seeking conviction, which requires an international team of accountants, jurists and a staff of finance and administration. It is sufficient that America is unable to apply these illegal claims within its territories and states, and for instance it cannot forward them to the European countries where the judicial reference and law respect prevail, besides   the power of the legal entity of the non-government organizations regardless their activities  (See: The requisitions appendix). 

Second: Screening the Internal Problems:

The war against   what is so called terrorism, which the American President has declared that its continuation is considered a cause and a justification for screening the political and financial problems, which America and the Republican administration suffer from. George W. Bush took the power after bitter conflict with his opponent from the Democratic Party Al Gore, and the electoral scandals came to an end when “Al Gore” gave up.

 The economic problems are so legible for everyone. The scandals and losses of the economic and accounting firms which have shaken the stock and business markets inside America and abroad are only examples. Also the series of losses, economic breakdowns and financial scandals of most of those companies are coming one after the other.

 The most serious issue was that those losses were mostly a product of financial scandals, fraudulence and figures deceits that verify unprecedented violations in the history of America which can be considered the largest fraudulence process ever known in history, that has created a serious trust crisis. (1).

 Added to that, the losses which resulted from the 11th September events and their consequences that were estimated as per some newspapers, up to 2003, by approximately US$ 639 billion, besides the loss of more than two million jobs. (2)

It has been noticed that American stock markets have been experiencing their worst days since the middle of the year 2002, as the losses have risen to approximately US$ 8.6 trillion.

After those losses and scandals, the American president commented,   “These illogical practices in the companies motivate us to launch a strict government campaign.” (3)

However, the war on terrorism has screened all this, Moreover it has screened the failure in the Afghani arena, that failure which is ascertained by the standards of achieving the declared objectives prior to the war, which have not yet been achieved, and the reflection of the same on the government, the economy and the people. That validates the saying, “America cannot live without war” or the theory of “permanent wars”.

 This mass media war on the Charity Organizations may be a screen for the failure of the American security agencies to predict the plans of the 11th of September events before they took place, or to screen the involvement or the conspiracy of certain entities within the American administration itself, as indicated in some reports.

In the course of commenting on the war against terrorism some political analysts have mentioned that the American President and his administration have succeeded up till now, in distracting the American Public Opinion to surmount the internal problems and the economic crises via the war on Afghanistan and the continuous claim of terrorism on organizations and countries, besides the large and continuous mass media preparation to blaze Iraq.

Third: Attenuation of the American positions between past and present:

 Some individuals who have various links with the Charity organizations provided a direct financial support to some Mujahedeen facts in Afghanistan and some Arab governments, especially the Gulf ones, as they provided them with the financial support and the American arms. This was not a secret. However it was a field for glory and honor for both the organizations and the states.

Indeed, America was specifically one of the strongest countries, which directly or indirectly supported the Mujahideen with money and arms.

Moreover, it contributed in correcting the political and media terminology, when Zpino Brizinsky, the consultant of American National Security at that time, paid a visit to Afghanistan and conferred with the Afghani leader, Younis Khalis. Consequently, America adopted in its direct or indirect mass media the term Mujahideen instead of the Afghani rebels or warriors.

 There is no doubt that some Islamic charity organizations had some sort of association with some volunteers who struggle with their souls and money, and not as their employees, and they had association with some Mujahideen factions for providing support and back up. All this was under the open eye of the American Security Agencies, their branches and agents.

The Islamic charity organizations and societies have been adversely affected both in the past and at the present by the behaviors of the American Government due to its various and double-standards. The American writer Arthur Luri emphasized these meanings and others prior to the 11th of September.   He said, “America’s treatment and stance from Islam has started to change and take an inverted direction. During the cold war, Islam seemed to be an alley to the West, and the Islamic states were considered an opponent to the atheist communism. U.S.A. supported the Afghani Mujahideen with approximately US$ 3 billion via the intelligence agencies aiming at defeating the Soviet Union and kicking it out of Afghanistan. At that time the Afghani Mujahideen were considered  heroes in the mass media coverages and in the opinion of the American people. (1) Thus, it is legible that out of the causes leading to the American campaign on the Charity organizations is the endeavor to charge them on their past history, and so retroactively that arouses irony and novelty.

 One may ask, after all these American sins against these charity organizations in the past and at present; shall America be able to obtain the required indemnities, pursuant to the same?

 Fourth: Clearance of Political Accounts:

 Out of the causes of these campaigns, may be the clearance of political, religious accounts or mobilizing the public opinion, whether inside or outside America, in favor of some political or fanatic religious powers, especially the Islamic charity organizations were exposed to mass media campaigns prior to events of the 11th of September. Some responses which took place in both the Arab and Islamic worlds may fall into this context, when some Arab countries assumed the initiatives of tightening or closing up measures against those organizations, although no charge was directed at them. Terrorism and its claims have become a justification utilized by most countries and political parties for eliminating opponents. Even the oppositionists, or those having legitimate rights, and terrorism claims have become one of the retaliation means from individuals and groups. In Palestine, the Jewish Government has adopted the most disgraceful terrorism against the people, while supported by the mass media campaigns in the USA for clearing its accounts with all those who support the Palestinian people either organizations or countries. On the same level, the event is being invested in Russia, Pakistan, Kashmir, Philippines, Indonesia, and the Balkan and most of the world countries are in harmony with each other for clearing their old and new accounts under the title of this old new newborn, i.e., terrorism, so that some juristic organizations warned of this disgusting exploitation.

  There are various and multiple actions taken against the Islamic charity organizations either within the U.S.A territories or abroad,  which makes us believe that they represent a type of finalizing accounts with them, because  there were early mass media campaigns prior to the said events, and then came the outstanding event to put them on the top priority of the agenda of this American international war.

 The reality is that terrorism and its claims have become a stock share in the political auction market: is the purpose of the said campaign achieving this result? Shall the campaign against the charity organizations cease after reaching this result?

 Fifth: Co-alition against Islam:

One of the major causes that should be taken into consideration when examining the motivations of such abnormal campaigns what is called by Al Wasat Newspaper, “An Evil Core in Washington”.  The said newspaper contributed to disclosing the major causes and motivations of these mass media and field campaigns and the political stances towards both the Arab and Islamic Worlds – and the Islamic Charity organizations and societies, is nothing but a part of this integrated perspective. The important issue of this coverage was what mentioned in the said Newspaper, “The American fundamentalists, the Jews, and extremists Republicans besiege the White house. Since the 11th of September 2002, two schools, The Christian American Right or, the fundamentalist Christians   and the conservative Republican Right or   The Reaganist fundamentalists have strongly entered to the Middle-Eastern line. These two schools have entered a coalition between them for raising the absolute support for Israel, for moral and strategic reasons in the mean time. The first school does consider supporting Israel a moral necessity from the religious point of view as the Hebrew state is considered an embodiment for the prophecies of the Holy Book for the preparation for the advent of Jesus, While the second one looks at Israel as an alley of a sweeping importance in the context of the International War against terrorism. A third party has combined to this coalition, that is “the Fundamentalist Jews” in the USA who even stand at the right of Areal Sharon in their attitudes towards the Palestinians and the Arabs. This tripartite coalition led by the Fundamentalist Christians and the Ex-candidate of the American presidency, “Ohani Power”, the fundamentalist Jew “William Christon” and the falcons of the Republican Party in the Pentagon, besides the Congress who has developed a common policy summarized by “Roll Mark Ghirshet, the writer in the Weekly Standard Newspaper as follows:

1-    Israel wars against the Palestinians and the Arabs shall not attenuate the positions of the USA in the Middle East, but on the contrary they shall pave the way for the USA to launch the war against Iraq and the powers of the Islamic Fundamentalism.

2-   The Israeli American coalition backed by the Military superiority and the Israeli military victories against the Palestinians and the front states shall lead to enhancing the American influences from Morocco to Iran, because it shall remind the Arabs that they shall not be able to defeat the Western Power.(1).

For achieving this end, concentration has been made to fabricate a sort of enmity with Islam, its legislations and organizations especially during the last decade of the 20th century. This attitude has been noticeably doubled after the events of the 11th of September at a level that it seems difficult to ignore or surpass it like what happened and happens with the priests Butt Robertson, Franklin Graham, Jerry Folwell and others. The situation has reached the level of comprehensive enmity with Islam and Muslims through the media campaigns and is not restricted to a specific type of the Islamic Charity efforts, but it has exceeded the same to attacking and insulting the Prophet of Islam, May Allah’s peace and blessing be upon him, the matter which confirms that the purpose of this campaign is far from the claim of terrorism, and exceed it in drying out the sources because of its comprehensiveness and targeting the Islamic Religion itself.  In this connection, the American Writer Paul Findley indicated in his book   No Silence After Today when he said, “Today, Islam is often called the new danger, coming from the back of the horizon, replacing the bygone Soviet Union, whereas it still has a similar capability to penetrate and extend.”(1)

 Findley adds, “Edward Said, the professor at Colombia University and a Palestinian activist explains: What concerns experts such as Godeth Miller, Sameul Huntington, Martin Krymer, Bernad Louis, Daniel Babis, Steven Emerson and Bari Robin, besides   a complete group of the Israeli Academicians is ensuring that the Islamic danger shall remain in our eyes in a non-such way”.(2) The British journalist Robert Fisk indicated the same when he said, “Israel has sought to encourage creating an identical and similar image between terrorism and Islam, through associating the mention of the two words together in the open statements of its leaders. (3)

Pursuant to the same, the Islamic Charity Organizations whatever their identities are have become the target so that educational and scientific organizations, organizations specialized in sponsoring orphans, and a third one concerned with the poor, the miserable and those affected with disasters have been a target for his unmerciful campaign. Also, some Islamic banks and companies were not left unaffected. This was associated by an unmerciful campaign on the distinguished religious curricula in both the Arab and Islamic Worlds, which confirms that these campaigns are all aiming at drying out the religious sources in the Islamic World for satisfying the needs of the extremist Christian right, and fulfilling the Jews dream in keeping Islam away from the Arab-Israeli conflict, and finally responding to the pressures of the specialized organizations like the Jewish American Organizations Bnai Berth.

 Sixth: Dedicating the falsified image about Islam and Muslims:

It is taken for granted, pertaining to the causes leading to the campaign, that the existence of organizations, societies, groups and individuals comprising politicians, media personnel, millenarians and clergymen in the USA who are specialized in deforming the image of Islam and Muslims arise from multiple incentives and use various techniques. They use especially what they possess of influence and reputation in the world of the American mass media and especially the religious mass media. Those campaigns, in particular, were launched on the relief organizations over one year and a half prior to the 11th of September explosions. Miscellaneous articles and interviews for instance, from America Stephen Emerson, Godet Miller, Daniel Baynz, Karl Thomas, and Steve Mc Ongel.

The fanatics among the Jews and Christians consider that Islam constitutes a historical challenge. Touching on this sensitive spot, even if not fanatically motivated, it shall achieve its ends. To the same, the American Writer, Paul Findley, indicated n his new book No Silence After Today in the third Chapter “Terrorism and Falsehood”, “I know that publishing the falsified patterning may serve the fanatic narrow interests. Sometime these falsified images may arise due to envy, and sometimes from the extreme ambition according to Shakespeare. The American writer adds in another place of the said book,   “ There are many hypocrites among the Christian leaders, but Islam is the sole religion which is continuously associated to violence in the news, reports and articles, while the news reports rarely mention the religion of the doers when horrible actions are perpetrated by people who are members of other religions. The news reports never referred to the massacres perpetrated against the Albans in Kosova, that they are murder crimes committed by the Orthodox Serbs. The Burmese are murdered by the Buddhists, or the Palestinians are killed by the Jews, as criminals are routinely identified by their national identity and not by their religious affinities, unless they are Muslims. The Christians perpetrators of violence are not regarded as persons who are destroying the reputation of Christianity, but if a Muslim commits a sin, this sin shall be considered an element of Islamic danger threatening America. This double-standard rule in treatment is the one that enhances the most wicked and wide spread patterning of Islam. That is to say, associating Muslims with terrorism. (1)

Seventh: Palestine is a target of this campaign:

Anyone who contemplates on the aspects of this campaign shall realize that out of the major causes of this American campaign is the Palestine case (The Intifida – Al Aqsa), and shall notice that it has affected the American and non American Islamic Organization specialized in supporting some schools, hospitals, martyrs’ families, orphans, the poor and the needy Palestinians. Their relief activities have aroused the Jewish organizations in America and have made them raise storms of suspicion, fear and scarcity about their staff. This was going on before the blasts of the 11th of September as mentioned by the American writer Paul Findley in his new book   No Silence After Today when he copied Emerson’s emphasis that almost all the Islamic Organizations working in the USA which consider themselves as Islamic ones- are within the hold of the radical elements, and they cooperate with each other across countries. The series of Fundamentalist Islamists extend from Cairo and Khartoum to Brookline and From Gaza to Washington.

 Then, came the events of the 11th of September, and consequently they have been invested for the welfare of those entities. Therefore, some Islamic Organizations were closed such as The Holy Land Foundation in Richardson, Texas and its branches in California, New Jersey, and Illinois. The American Zitona (Olive Tree) Newspaper mentioned that President George W. Bush ordered the freezing of the said foundation on 9 December 2001, which is considered by the newspaper a gift to the Israeli Government(1). With a political decision, the American President himself announced that the foundation was closed for its support to the families and children of Hamas and Islamic Jihad. By this illegal decision, the largest Islamic foundation in the American arena, which was providing support to the needy in Palestine, was invalidated and all its properties were frozen. The same happened to the Global Relief Foundation and for the same reasons. The campaign was shifted to Palestine where the two financing groups, nearly Al Aqsa International Bank and the Investment Finance House Group located in Palestinian territories were closed.(1).

 Following this, some foundations concerned with assisting the Palestinians, located in Europe and other places were closed like what happened to Al Aqsa Charity Society in Akhen, Germany. More than 60% of the Palestinian people have become under the poverty line because of the international siege on the Charity foundations concerned with supporting the Palestinian people, as mentioned in some official and non-official reports. (2)

 Paul Findley asserts that the stirrers of those campaigns and the falsified patterning make the dominance of the invisible powers. He considers that out of the factors that make vivid the falsified images about Islam   is the rapid activity made in Washington by the pressure groups – lobbies- in favor of the American aids to Israel. In connection to this pressure, the Phantom of terrorism backed up by Muslims is often the recurrent subject, as it is used to justify the cruel practices of the Hebrew state against the Islamic majority. The image of terrorism is the basis on which Israel is supported for claiming regular American aids of the sophisticated arms and the money essential for enhancing its defenses against possible attacks by missiles from Syria, Iraq, and other countries with the Islamic majority.

 Mr. Fahmi Huwaidi referred to the association between the said campaign and the Palestinian, “The Israeli government has managed to persuade and convince the American Administration that suppressing the Palestinian resistance is   part of the campaign against terrorism, a matter which has several bitter consequences that pour into the stream of the attempt for final eradication the Islamic resistance in Palestine, and out of these consequences are the following:

§   Freeing the hands of the Israeli premier to swallow the Palestinian people and make it a deterrent example through the destruction of homes and farms, paralyzing the public utilities and bombarding the head quarters of the Palestinian Authority, besides kidnapping and assassinating the activitists and frightening the peaceful persons wherever they are, a matter which practically has led to the destruction of all the trials to reach peace agreements during the last eight years.

§   In the official statements, Washington has considered the Israeli practices a sort of self-defense. Thus, it has created for the first time the principle of the occupying force right to defend the continuation of his occupation. This is a wonderful situation because it is absolutely to the opposite of what acknowledged laws, covenants and traditions of the international community -which entitle those whose lands are under occupation- to defend themselves with all possible means.

§   Washington announced that both Hamas and Al Jihad are two terrorist organizations and consequently their wealth were confiscated and the soul of their members were separated, at least from the Israeli perspective, and charged everyone who assists those two organizations or harbors their individuals with terrorism. This is the first time in which the Islamic resistance is officially classified within the terrorist organizations due to a decision that arranges practical actions for eradicating them.

§   Washington practiced its pressure on the countries of the European community and made them adopt its stance from the Islamic resistance, while in the past they were keen in adopting more objective and cautions stances. However, the situation has changed when the European countries requested from President Arafat to dismantle the infra structure of both organizations, because what they are practicing is a type of terrorism.(1)

 Eighth: The reality of charges directed to the Islamic Charity organizations:

The source of some charges directed to the Charity organizations may be attributed to some monetary transactions either in the field of revenues or expenditure, which is an acknowledged principle in most of the private and government foundations in the Arab, Islamic, African and Asian Communities , where the banking transactions are confined to the large sums of money. It is unimaginable that a charity organization offers its relief aid to the poor in the form of checks at US$ 20 or 50 for example. It is an acknowledged and practised procedure, but it has aroused doubts in conformity with the criteria of the capitalist financial system, which relies on the credit card. Therefore, the widows, the orphans and the poor in the affected areas have to be holders of those cards for facilitating the remittance of the aids of the Islamic Charity organizations to their account in the banks!!

  Arousing doubt and suspicion about the monetary transaction in the financial dealings is one of the traditions of the capitalist system, not yet known in the disastrous areas where the Islamic Charity organizations operate. However, if we agree to apply such criteria and traditions, shall this be made through auditing and accounting or through defamation, accusation and closing like what happened to some charity organizations either in America or abroad? The nature of many crises and catastrophes imposes certain monetary dealings, and America itself resorted to it during its war in Afghanistan, when its military planes dropped 70 million dollar in cash. Above all this and that, many of the personnel in the concerned departments in the American Administration, regardless of the American people itself, lack the familiarity and understanding of the Islamic legislation, or the Arabic culture, and its aspects of generosity, support and defending the oppressed or the needy even without knowing him personally, as the Muslim usually does not ask to see the identity card of anyone seeking his assistance from his brethren, and he used not to do that. This is only an aspect of greatness of Islam. Thus, positive actions, are transferred into a negative ones, according to those who lack insight in the Islamic culture and make the innocent a culprit, and those having a relation or affinity to a suspect a source of accusation. Some individuals may have some sort of association with a charity organization while preserving a special sort of another relationship with no link between these two associations. Of course, this may happen to some of the personnel of the government or the private sector through the multiplication of their associations or work.

 The important things is: shall these transactions or relationships that took place or may happen   with the charity organizations or some of their staff be considered a justification for the campaigns of defamation, accusations, freezing the accounts or confiscation? Then how shall America be penalized for its so-called missing air raids on the mosques, hospitals, wedding ceremonies and festivals, which left 4000 Afghani, killed by mistake?(1) Has America applied the accounting standards on its organizations, which it calls for applying them on the Islamic charity organizations (see: the appendix), or it is the double standard policy in every thing, even in the language of figures?

 Ninth: Destroying an Islamic Symbol:

The course of the campaign has emphasized that it is a means to destroy what these Islamic Charity organizations symbolize. They are the real power of any state, because the strength of any state arises from the power of the private charity organizations of the society existing in it, as they are the first defense line for governments and people, and such organizations represent the symbol of Islamic unity and national unity as well, as solidarity and co-operation do not acknowledge any geographical or political boundaries and because they prove the unity of the sufferings of the one nation and the response to each other as the organs of one body, they have become a target for this unmerciful campaign.

 The invisible powers in America have noticed that the Islamic Charity organizations have become one of the revival factors in their states and communities and one of the most enthusiastic powers in rejecting the cultural globalization and Westernization. Also, they cement the religious identity of their nation and have achieved some aspects of unity for the Islamic Nation, which some political entities have failed to achieve. They have become a subject to this unfair campaign.

 Depriving the foundations of the  civil society, especially the charity ones, of practicing their legitimate right either locally or abroad shall lead to achieving the fanatic American interests through attenuating the powers of both the state and the nation, like the campaign on the Islamic foundations in America which aims at driving away the Islamic voice that has started to call for its rights in all fields. Even the intellectual foundations like the International Institute for the Islamic Thought in Virginia, or the foundations concentrating on relations and civil rights such as the American organization (Care) were not saved from that campaign. The reality, which I –as well as the others- is just a beginning to a versatile and comprehensive war. In this connection, the American foreign secretary Colin Powell comments as saying, “Sometimes, the war may be a military action, but it may be an economic, diplomatic or financial action as well.1)

The famous American political analyst Thomas Freedman expressed this perspective in his article published in New York Times as he said literally: “If the date 9/11 is needed for the beginning of the third World War, we have to understand what this war means, and we have not to struggle to eradicate terrorism. Terrorism is only a tool. We are fighting to defeat the ideology i.e. the autocratic religiousness. Both the 2nd World War and he Cold War were a struggle to defeat the extreme secular party, i.e., Nazism and Communism, but this (current) Third World War is a battle against the extreme religious party which imposes on the world a theocratic authority  that negates the others. It is the Bin Ladenism, but it is unlike Nazism. The regime of the theocratic party cannot be solely fought by armies, but it should be fought in schools, mosques, churches and temples and cannot be defeated without the assistance of Imams, rabbis and priests.(1)

One may ask: Shall not these sayings contribute in disclosing the reality of this campaign ?.

This unmerciful mass media Champaign with its causes and outcomes has proven that American mass media, supported by its political figures is able to transform the fundamentals into variables, the right into vanity, the good into evil and the right into wrong, especially among  the weak who are so numerous in both the Arab and Islamic Worlds the matter which confirms the importance of establishing (The Information Misleading) office, which was announced by the American Department of Defense after the 11th September blasts, which aims at providing the news Satellite channels and international news agencies with falsified information, and the consequences of the same as per the response size, believing or suspicion within some of official authorities in the Arab World. However, this campaign has resulted in some positive results by some states although no charges or suspicions were directed to their charity foundations, yet they have taken tightened actions regarding their charity foundations. For these considerations, the situation is need of reconsidering the principles of believing the mass media campaign. It is noticed that this campaign on the charity organizations is increasing day by day, even after the lapse of one year and a half effective the blasts date, the matter which shows that the terrorism claim is only a justification raised strongly by America through the power and effect of its mass media to achieve its far and near political, military and economic purposes, and regrettably, the response of the Arabic mass media with the American formulation of the news has surpassed the American one and has served  it in a non-such way, as terrorism news and its claims come ahead in the mass media tools dominating the first pages of the  daily, weekly and monthly and periodical newspapers. Moreover no news bulletin is void from it round the clock. This is itself a target for the American Administration for exporting its priorities as if they were the cases of the whole worlds, so that international ignoring of the all the cases of other countries and peoples shall prevail.

Diminution of the Islamic Charity activities to its minimum limits:

For instance in Azerbigan there were fifteen Islamic foundations decreased to 3 only after the 11th September blasts. Another example also is the international Islamic University in Islamabad where (5000) students (males and females) study which, has played an important role in reviving Islam in Central Asia. The university faced severe financial problem after the 11th of September , as the monthly salaries for eighteen professors have been discontinued because of the fear and reluctance of the financing entities.(1)

Disclosure of the double standard principle and loss of credibility and justice:

Out of the outcomes of this campaign is that it has disclosed more and more of the double standard and loss of credibility when it has overlooked American and Israeli organizations and  militias which adopt terrorism inside these two states and abroad. No criticism has ever been directed by such aids as they constitute legible support to terrorism and should be ceased, as what has happened with several Arab societies and foundations which assumed collecting voluntary aids in favor of the Palestinian resistance, accused by some Western circles by terrorism , inspite of the fact that it is an internationally acknowledged resistance movement and not a separationalist or rebel movement. (1)

One of the clear indicators of this open double standard  policy is the over looking of the western countries the Western humanitarians societies and foundations, especially the American ones, who collect voluntary aids for Israel as a continuos policy and strategy. In addition to fulfilling the requirements of the emergency cases for the Zionist entity state, which uses them in augmenting its occupation or building settlement in the Palestinian territories and support in suppressing the Palestinians and terrorist policies against the Palestinian people, yet those operations are considered by several politicians and international organizations as a legible example for the state terrorism which mandates  legal pursuit.

  Moreover, the use of accusation means, unjust pressure and defamation before investigations or trials on imaginary mistakes committed by the Islamic Charity foundations, and not for deliberate policies or strategies. This has associated with freezing accounts and financial funds and confiscating some of them. (Some sources mention that 135 million US$ were frozen and confiscated without any evidence for these unicful claims). The amount of confiscated money is not as important as the strict illegal action that shall adversely affect the march of charity activity in the future.

  The mass media, and field terroristic campaigns against Charity foundations has instilled into some people’s souls to a great extent, the hatred of providing spiritual or substantial support to the Islamic Charity and relief work, on some of which the drive to Cuba a where Gwantanomo camps, and selling the war prisoners and captives in Pakistan and Afghanistan by few Dirhams. Also the trust in the march of the Islamic Charity work and its personnel has been shaken, in addition to the reluctance of some volunteers and donors for fear of being affected and the confiscation of their wealth.

Al Sharq Al Awsat Newspaper mentioned as quoted from Washington Post from an article written by (Allen Coperman): The alms and donations for the Islamic Charity Centers in America have been reduced due to the campaign against terrorism, and the desire for Charity activity has been directed to a mistake, and for fear of listing the donors names in an information network, besides to their fear from the government. Requisitions Appendix (1)

1-The text of the American requisitions for enhancing control over the Charity societies in Kuwait:

In its endeavor by  to “dry out the financing sources of terrorist organizations, the American Authority forwarded an official application to several charity foundations and commercial establishments in Kuwait, via the Kuwaiti Foreign Ministry, to obtain documents, financial data and accounts’ entries, because it is suspected that the money  they collect and distribute contribute in financing the activities of terroristic organizations especially Al Qa’ada organization, commanded by Usama Bin Laden. These documents shall be forwarded to a specialist American team whose vanguard has commenced to reach Kuwait for reviewing and auditing them. This application has aroused the preservations of the Islamic societies which consider themselves solely responsible before the Kuwaiti judicial authority.

 The literal translation of the most important requisitions included in the Americana applications are as follows:

§  Requesting documents from the Charity and commercial foundations:

For the sake of assisting the experts team for a better understanding of the works of the charity foundations and the commercial establishments in Kuwait, we appreciate your cooperation in providing the large possible number of the above mentioned documents about every foundations to the team when they arrive to Kuwait provided  that the required log books shall cover the three preceding years.

§  Commercial and Charity societies and foundations:

One-  All the regular accounts entries and the financial log books which shall contain, for example and not limited to, the ledgers, the general log books, the subsidiary log books and registers, income entries, monetary sums slips, expenditure entries, sales and purchases log books and registers, log books of income and expenditure accounts, entries of bad debts, entries of sold commodities, books of received and donated loans, income data budget sheet data, and all expenditure deeds including the invoices of sums paid in cash. There entries shall include financial documents about the budget which specify the income sources of the foundations, their assets and expenditures. Also requested providing supporting documents for the expenditure which include the services of middle men, because they are of special importance.

Two-  Data about objectives of the foundation, the program of the rendered services, its by-laws and its organizational structure. The organizational structure shall include the organization and the hericacy, including the officers locally and abroad, if there is any, addresses, telephone numbers, a list of employees and their locations and any other identification information.

Three- All the financial data, entries and drafts accounts books, used in preparation for the regular entries or the repaid taxes, and the archived copies of the repaid foreign and American taxes, including the information and the schedules about the repaid taxes.

Four-The detailed ID’s, identifications documents attached to applications, payment entries, other documents relevant to the donation, loans recipient, scholarship expenditure and grants, salaries and other payments. These records shall include files about aids provided to individuals or foundations in Kuwait, and the foreign countries as well, such as Afghanistan, Shishinia, Somalia, the Philippines and Pakistan.

Five- The detailed ID’s, the attached identification documents, compensations entries and all other documents relevant to the official, directors, trustees, employees, consultants and all the services rendered by the foundations.

Six- The detailed ID’s, the attached identification documents, and all other documents relevant to the individuals and the organizations who gave gifts, contributions or those who bequested their wealth, or any other financial submittal to the foundation. These entries should include information about any activities for collecting donations supervised by the foundation.

Seven-   Documents related to accounts with financial establishments including the banks, financial middlemen and exchange offices. These documents shall include the banking data, deposit deeds, cheques entries, cancelled cheques draw and deposit orders, records of dates and values of deposited sums, entries of the deposited cheques, draw deeds, deposit documents, purchase of bank cheques, telephone remittances, orders of transfer, and requests of telephone remittance.

§  Meetings with individuals:

In addition to auditing all types of the above mentioned entries, the team shall highly appreciate the opportunity to meet with individuals who can provide them with information about the following items:

§  Procedures adopted by the foundation to approve the projects or persons who receive the charitable sums, and the adopted procedures for encashing the sums to the receipents.

§ Sources and types of donations received by the foundations during the preceding three years.

§ Recipients of aids form the foundations during the preceding three years.

§ The government officials concerned with the control of the foundations and their activities.

§ Records required form the financial establishments:

If the need arises to request documents from banks or any other financial establishments in Kuwait related to an individual or a foundation, they shall be as follows:

One) Entries of saving accounts: They shall include signatures cards, entries books or registers which show dates and values of the deposited or drawn sums, the interest, the draw and deposit orders, the slips of deposits and deposited cheques, the slips of drawings and the drawn cheques.

Two)  Entries of cheques accounts: They shall include the signatures cards, the banking data, deposited slips, the deposited cheques, cheques drawn on account, and the entries of drawing and deposit orders.

Three)  Loans Entries: They shall include the applications, financial data, the loan guarantees, the banking  verification about the incomes, loans agreements and mortgages, payment data, contracts, cheques issued for loans, and settlement entries including the entries of dates, the sums, the method of payment (in cash or by cheques), the cheques used to pay the loans back, a record showing the total value of discount on the interest that is paid on annual basis, entries of any seizers, or the files of loans correspondence, the internal memoranda of bank.

Four) Entries of personal custody funds: including the contracts, recruitment records, and the renting cost which show the date, value and method of payment (in cash or by cheques).

Five) Deposit certificates and the stock market certificates: including the applications, method of purchase, purchasing entries, entries of value redemption, the issued cheques for  paying their value, paid cheques for purchasing the certificates, any correspondence and entries that reveal the paid or accumulated annual interest, payments dates or date of drawing the interest, and the issued cheques for the payment of the interest.

Six)  Entries of credit cards: including the applications of the customers and his/her signature, verification of his/her income and background, the correspondence, the monthly invoices data, the individual interest invoices, the payment entries which include the dates, value and method of payment (in cash or by cheques) and duplicate copies of the cheques used for payment.

Seven)Purchasing of banking cheques: entries of purchasing all kinds of banking cheques, travellers cheques, the entries o financial orders including the cheques record, cheques copies or financial orders, and entries showing data and source of paying the cheques value or the financial order

Eight) Other entries: Records of guaranteed cheques, telephone remittance, collection, credit method, purchased financial deeds and dividends by the back, remittances of saving deeds, interests accounts, and the entries which identify the dates of value of the remittance, the method of payment and its source and the remittance method and statement.
